VALE — Mary Shelton, a first-time candidate for Nyssa City Council, came in fourth in a field of six candidates to win a two-year tour on the council in the election Nov. 4, the Malheur County Clerk’s office confirmed after a hand recount was completed last week.
Shelton edged out incumbent Kathy Flanders by one vote, 342 to 341. Shelton was leading by one vote at the end of balloting general election night, but Flanders led by one vote after challenged ballots had been counted. The closeness of the race required a recount. Re-elected to the Nyssa City Council were Brent Huffman, 568 votes; Harry Flock, 454; and Pat Brewer, 403.
The sixth candidate in the race, Jackie Chadwick-Goul, received 337 votes.
